Codes?

Well, I HAVE come up with an explanation for the code wheel, with liberal hints from Thanatos' Sin and insight from other players.  Are they all map coordinates?

78.630006, 40.957031 Middle of the Barents Sea, north of Russia and Norway 
50.957031, 40.957031 Southern Russia, between the towns of Serikovo and Vasilevka 
30.957031, 40.957031 the crossroads of highways 85 and 80 in Saudi Arabia, near the Iraq border 
50.957031, 30.957031 The Ukrainian site identified by fellow villain Xels No Name and identified in the document released on www.conspiracy12.com
50.957031, 50.957031 Between Balagan and Bolshoy Chagan in Kazakhstan, on the Russian border.


This may explain Thanatos' Sin's blog post in which he used Google markers to indicate his distance from the solution.  Jeez, it seems quite obvious now!


I'm no closer, however, to understanding how these coordinates, if that is what they are, could be a password.  "Connect the dots and visualize..."  Connect the places on the map?
